The “E-Culture  Portal” provides a set of services  of Licensing requests for publications and publishing, as well as research and cultural studies, and licenses for radio and television broadcasts, which allow the user to submit the application electronically and upload all required documents, in order to be reviewed by the Ministry of Culture  employees, and subsequently be approved, after which the user will be notified through text messages to receive the transaction from the Ministry of Public Services office. 

Licensing Department

The Licensing Department issues the necessary licenses for media activities (press publications, publishing houses, printing presses, publications import/ export activity, advertising and public relations, art production and works, studio management, cinemas, and media services offices) for individuals, institutions and companies. This is done through the Culture Portal, through the following categorized applications:

Special license (individuals – institutions)

• Request for Issuing License for publicity, advertising and public relations activity.
• Request for Issuing License for Artistic production activity.
• Request for Issuing License to manage a Studio for recording and photographing artwork, musical works and sound effects activity.
• Request for Issuing License to practice Import/Export profession or distribution of Artistic Works activity.
• Request for Issuing License to practice Import/Export profession or distribution of publications activity.
• Request for Issuing License to own or invest or manage a commercial press in accordance with Law No. (8) of 1979 on publications and publishing.
• Request for Issuing License for a small, non-commercial printing press activity
• Request for Issuing License to publish a press publication activity.
• Request for Issuing License for media services office activity
• Request for Issuing License to establish and manage a publishing house in accordance with Law No. (8) of 1979 on publications and publishing.
• Request for Issuing License to sell publications.
• Request for issuing License to operate and manage cinemas.
