The new organizational structure of the Ministry of Culture includes (16) departments, and (4) offices for the Minister, the Undersecretary, and Assistant Undersecretaries. According to the structure, the administrative units affiliated to the Minister include: the Minister’s office, the Technical Office, the Internal Audit Department, the International Cooperation Department, the Planning, Quality and Innovation Department, and the Legal Affairs Department. Meanwhile, the administrative units affiliated to the Undersecretary consist of the Office of the Undersecretary and the Department of Public Relations and Communication, the Department of Human Resources, the Department of Financial and Administrative Affairs, in addition to the Department of Information Systems. Besides, the administrative units of the Assistant Undersecretary for Cultural Affairs consist of the Office of the Assistant Undersecretary, in addition to the Department of Libraries, the Department of Publications and Translation, in addition to the Department of Culture and Arts, and the Department of Heritage and Identity. The organizational structure of the Ministry of Culture witnessed the creation of the position of Assistant Undersecretary for Media Affairs, which consists of the Department of Media Affairs, the Department of Media Development, the Department of Radio Broadcasting, and the Department of Publications and Artistic Works.
The Department of Media Affairs, which was created in the new organizational structure, is specialized in proposing the media policy in the country, supervising its implementation, in coordination with the concerned authorities, and generally supervising the media and press sector in light of the laws, rules, regulations and systems in force in coordination with the relevant authorities, and granting licensing for media professionals, receiving applications for granting licenses for opening media offices for foreign news agencies in the country and studying them, in coordination with the relevant authorities, in addition to granting licenses to correspondents of news agencies, press publications, radio stations, Arab or foreign television stations, studying and analyzing trends and local media and press coverage. Extracting and evaluating internal public opinion trends, and making recommendations thereon, following up and analyzing what is issued by media and electronic media institutions at home and abroad, and submitting reports in this regard to be submitted to the concerned authorities, analyzing what concerns internal and external public opinion, and making the necessary recommendations for the same. Developing a media plan to celebrate national occasions, proposing legislative tools related to the media field. Proposing better means to upgrade the profession of media and journalism, develop the performance of institutional work, encourage Qataris to work in the media and journalistic fields, and establish effective relationships with local media and press institutions with the aim of encouraging Qataris to work in the media and journalistic fields.
Article (16) of the text of the resolution related to media development management, which was also introduced includes: Suggesting the best means for upgrading media content, developing the performance of media professionals and journalists, strengthening the base of national talents in the media sector, coordinating and cooperating with the relevant authorities in developing skills, and the professional capabilities of national energies in the media sector, preparing studies and research related to media fields, supporting media content development initiatives, setting conditions and standards for establishing clubs, centers, committees, and associations of a media nature, and issuing their approvals and licenses.
