The Department of Youth Affairs at the Ministry of Culture and Sports is currently working on drafting a national policy document for youth, which confirms the commitment of the State of Qatar to youth issues.
This document is a declaration of a common national vision that defines the needs and priorities of youth and provides a basis for equitably distributing the necessary resources to meet these needs, according to a realistic and significant approach of involving young people in decision-making processes in their countries through their active participation in the development and implementation of this policy.
The youth policy document aims to guide state officials to the orientations of young people, identify the priorities that the state considers in youth issues, as well as confirm the integration of young people in achieving development, and their readiness for this.
The Department of Youth Affairs confirmed that the document confirmed the interest of the State of Qatar in youth. The National Youth Strategy was concerned with youth, but there was no document to focus attention on specific issues relating to youth. Despite the issuance of the Human Development Report in 2012 and after that the 2015 report to emphasize the state’s interest in youth, the forthcoming document defines precisely the way to achieve the state’s strategies in the youth sector. Stating that the document was considered a youth constitution and reflected the State’s international interest in young people. It helped the State to contribute to the formulation of youth policy in the world and the achievement of the document was important.
The Department of Youth Affairs confirmed that, at the time of the preparation of this document, it was intended that young people should be the main thinkers. A youth survey was conducted involving 1,400 young people of Qatar, of both sexes. Several topics were voted on, with six main themes selected for health, education, work, social media, full and active participation, and environment.
It was then that young people were surveyed in different ways through the forms of each form for a specific focus of the six axes. Then, a survey of young people’s opinions was conducted in different ways through forms for each form related to a specific axis of the six axes, and a seventh axis was put forward by the youth related to social issues, marriage, divorce, extravagance and others, and a special questionnaire was prepared for it, and consultative sessions were held in the last period and are still Ongoing, with young people, whether they are specialized in specific topics in which specialized youth participate or general topics in which participation is available to all young people, and then other sessions will be conducted, with the aim of coming up with a report representing the current situation of Qatari youth, and a draft of Qatar National Youth Policy, and then after that Discussing the current situation with various ministries and bodies concerned with youth to reach a final document representing the draft youth policy in Qatar.
According to the Department of Youth Affairs, young people are randomly surveyed for the target age groups between 15 and 39, in collaboration with partners from sports clubs and youth and cultural centres, as well as with the Planning and Statistics Service to reach out to young people in all educational and cultural forums, access to different trends and geographical access to all regions of the State, with emphasis on communication with an emphasis on communication taking place amid precautionary measures to prevent the Corona virus, as no papers are distributed, but surveys are conducted electronically.
Young people have an active role to play in the drafting of this document.
